Why public schools are the key to Cambodia’s future development (Khmer language below)

This week many secondary schools across Cambodia will launch enrolment drives, encouraging children in rural and urban communities to come along on the first day of school in November. We’re supporting these efforts with a new campaign on the importance of education which will run over the next two weeks, helping to fire up enthusiasm for learning across Cambodia. If you have something inspiring to say about public schools, we want to hear from you.

Why are we focusing on education? For the last 12 years we have gone into Cambodian communities and asked them what they care about, and education has always been one of the first things mentioned. Most families – even those who are poor and lack education themselves – want their children to succeed in life and know that education is the best route out of poverty. Education is essential not just to children and families, but to the development of the nation.

It’s therefore unsurprising that many NGOs in Cambodia focus on education. Many provide extra classes to supplement public school lessons, others have built their own schools. The best of these schools achieve great things – but don’t help the vast majority of Cambodian children, who only have access to public school education, as the below factsheet shows. In a just world, most of Cambodia’s future leaders would come from public schools, since that’s where most people are educated, but at the moment many drop out when they reach secondary school

Why? Well, as the factsheet below shows, many schools do not have proper water supplies or toilet facilities, while many more need immediate attention to improve their infrastructure, such as repairs to roofs and walls. Tomorrow we will release a short film where the students make clear how demoralizing it is to go to a school which has poor facilities.

An even bigger challenge are the less visible problems. Teachers who attend irregularly or are not motivated are a problem in some schools, not least because the result is students who attend irregularly and are not motivated. Communities are often not involved in improving the school’s direction, leaving some principals feeling like their job is a lonely one.

We have long believed the solution to Cambodia’s education challenges must lie in public schools and the communities they serve. Over the last nine years we have developed a sophisticated program based on simple principles – that an engaged community (using existing but neglected structures called School Support Committees) and a motivated student body (using the sometimes forgotten Student Councils) can improve public schools, even the ones which are most struggling. Working together, they can raise funds to improve infrastructure, recruit great teaching staff, ensure children are disciplined and stay in school, and much more.

Over the next two weeks we are going to shine a spotlight on one school which has managed to improve in a very short space of time with our support. Just 3 years ago it was struggling, but this year it was recognized as the best school in Siem Reap after radically improving its infrastructure and teaching. We are also going to share the stories of many different people who have contributed to that school’s success, including the principal, the students, and key members of the School Support Committee.

We are also going to be posting thoughts and stories from anyone in the Cambodian public who has something powerful to share about the power of education and the importance of public schools. នៅសប្តាហ៍នេះ អនុវិទ្យាល័យជាច្រើននៅទូទាំងប្រទេសកម្ពុជានឹងចាប់ផ្តើមទទួលការចុះឈ្មោះចូលរៀនដែលលើកទឹកចិត្តកុមារនៅតាមជនបទ និងទីក្រុងឱ្យមកចូលរួមថ្ងៃបើកបវេស្សនកាលនាខែវិច្ឆិកា។ ពួកយើងកំពុងគាំទ្រកិច្ចខិតខំប្រឹងប្រែងទាំងនេះជាមួយនឹងយុទ្ធនាការថ្មីមួយស្តីពីសារៈសំខាន់នៃការអប់រំដែលនឹងដំណើរការក្នុងរយៈពេលពីរសប្តាហ៍ខាងមុខនេះដើម្បីជួយជម្រុញការចាប់អារម្មណ៍លើការរៀនសូត្រនៅទូទាំងប្រទេសកម្ពុជា។​ ប្រសិនបើលោកអ្នកមានពាក្យពេចន៍ល្អពីការសិក្សានៅសាលារដ្ឋ លោកអ្នកអាចទាក់ទងមកយើងខ្ញុំបាន។ 

ហេតុអ្វីបានជាយើងផ្តោតលើការអប់រំ? ក្នុងរយៈពេល ១២ ឆ្នាំកន្លងមក​ យើងបានសាកសួរទៅសហគមន៍កម្ពុជាថាតើពួកគេយកចិត្តទុកលើអ្វីជាចំបង ពូកគេតែងតែលើកឡើងពីការអប់រំ។ គ្រួសារភាគច្រើន សូម្បីតែគ្រួសាដែលលំបាកក្រីក្រនិងខ្វះការអប់រំក៏ចង់អោយកូនទទួលបានជោគជ័យក្នុងជីវិតដែរ។ ហើយពួកគាត់ដឹងថាការអប់រំគឺជាផ្លូវល្អបំផុតចេញពីភាពក្រីក្រនេះ។ ការអប់រំគឺចាំបាច់មិនត្រឹមតែចំពោះកុមារនិងក្រុមគ្រួសារប៉ុណ្ណោះទេប៉ុន្តែក៏សម្រាប់ការអភិវឌ្ឍប្រទេសផងដែរ។

ដូច្នេះវាមិនមែនជារឿងគួរឱ្យភ្ញាក់ផ្អើលទេដែលថាអង្គការមិនមែនរដ្ឋាភិបាលជាច្រើននៅកម្ពុជាធ្ចើការផ្តោតលើការអប់រំ។ អង្គការជាច្រើនបានផ្តល់ការសិក្សាក្រៅម៉ោងបន្ថែមពីលើការបង្រៀនពីសាលារដ្ឋ ចំណែកអង្គការផ្សេងទៀតបានសាងសង់សាលារៀនផ្ទាល់ខ្លួនតែម្ដង។ សាលាល្អៗរបស់អង្គការទាំងនេះបានជួយកុមារជាច្រើន ប៉ុន្តែមិនបានជួយដល់កុមារកម្ពុជាភាគច្រើននៅកម្ពុជានោះទេ ព្រោះពួកគេទទួលបានការអប់រំនៅសាលារដ្ឋដូចដែលបានបង្ហាញតាមតារាងខាងក្រោម។ នៅក្នុងពិភពលោកតយុត្តិធម៌មួយ មេដឹកនាំនាពេលអនាគតរបស់ប្រទេសកម្ពុជាភាគច្រើនគីជាសិស្សដែលចេញមកពីសាលារដ្ឋ ដោយសារសាលារដ្ឋគីជាកន្លែងដែលមនុស្សភាគច្រើនបានទទួលការអប់រំ ប៉ុន្តែជាក់ស្ដែង នៅពេលនេះកុមារជាច្រើនបោះបង់ការសិក្សានៅពេលពួកគេឡើងដល់កម្រិតអនុវិទ្យាល័យ។

តើនេះមកពីមូលហេតុអ្វី? ដូចការបង្ហាញខាងក្រោម យើងឃើញថាសាលារៀនជាច្រើនមិនមានការផ្គត់ផ្គង់ទឹកស្អាតឬបង្គន់អនាម័យនោះទេ ខណៈពេលដែលសាលាជាច្រើនផ្សេងទៀតត្រូវការការជួសជុលជាដំបូល និងជញ្ជាំងបន្ទាន់ដើម្បីកែលំអហេដ្ឋារចនាសម្ព័ន្ធ។ ថ្ងៃស្អែកនេះពួកយើងនឹងបង្ហាញខ្សែភាពយន្តខ្លីមួយដែលបង្ហាញពីផលប៉ះពាល់ដែលសិស្សានុសិស្សគាត់ប្រឈមពេលដែលគាត់សិក្សានៅក្នងសាលាដែលមានបញ្ហាទាំងនេះ។

បញ្ហាប្រឈមធំជាងនេះទៅទៀតគឺជាបញ្ហាដែលយើងមើលមិនឃើញ។ គ្រូដែលចូលបង្រៀនមិនទៀងទាត់ឬមិនមានទឹកចិត្តបង្រៀនគឺជាបញ្ហានៅតាមសាលាមួយចំនួន ដែលជាកត្តាធ្វើអោយសិស្សចូលរៀនមិនទៀងទាត់និងមិនមានកម្លាំងចិត្តរៀន។ សហគមន៍ជាច្រើនមិនបានចូលរួមក្នុងការកែលម្អទិសដៅរបស់សាលាពួកគាត់នោះទេ ដោយគិតថាវាជាតួនាទីនាយកសាលាម្នាក់ឯង ការគិតបែបនេះធ្វើអោយនាយកសាលាខ្លះមានអារម្មណ៍ថាការងាររបស់ពួកគាត់គឺជាការងារឯកោ។

ពួកយើងជឿថាដំណោះស្រាយចំពោះបញ្ហាប្រឈមរបស់ការអប់រំនៅកម្ពុជាគឺស្ថិតនៅតាមសាលារដ្ឋនិងសហគមន៍របស់សាលានោះ។ ក្នុងរយៈពេលប្រាំបួនឆ្នាំចុងក្រោយនេះ យើងបានបង្កើតកម្មវិធីមួយដោយផ្អែកលើគោលការណ៍សាមញ្ញមមួយចំនួន ដែលគោលការណ៍នៅរួមមាន៖ ការចូលរួមពីសហគមន៍ (ដោយប្រើរចនាសម្ព័ន្ធដែលមានស្រាប់ប៉ុន្តែត្រូវបានគេមើលរំលង ដែលហៅថាគណៈកម្មការទ្រទ្រង់សាលារៀន) និងការចូលរួមពីអង្គភាពនិស្សិតដែលមានកំលាំងចិត្ត (ដោយប្រើក្រុមប្រឹក្សានិស្សិតដែលត្រូវបានគេមើលរំលង)។ គោលការណ៍ទាំងពីរនេះអាចធ្វើសាលារដ្ឋរីកចម្រើនឡើងវិញ សូម្បីតែសាលាដែលកំពុងជួបបញ្ហាដែលលំបាកដោះស្រាយបំផុតផងដែរ។ ការសហការជាមួយគ្នាអាចអោយពួកគេរៃអង្គាសថវិកាដើម្បីកែលំអហេដ្ឋារចនាសម្ព័ន្ធសាលា ជ្រើសរើសបុគ្គលិកបង្រៀនល្អៗ ធានាថាកុមារមានវិន័យ និងបន្តការសិក្សានៅសាលា និងអាចជួយដោះស្រាយបញ្ហាជាច្រើនទៀត។

ក្នុងរយៈពេលពីរសប្តាហ៍ខាងមុខនេះយើងនឹងបង្ហាញពីសាលារៀនមួយដែលបានអភិវឌ្ឍខ្លួនអោយប្រសើរឡើងក្នុងរយៈពេលដ៏ខ្លីដោយមានការគាំទ្រពីពួកយើង។ កាលពី ៣ ឆ្នាំមុនសាលានេះជួបការលំបាកជាច្រើន ប៉ុន្តែនៅឆ្នាំនេះសាលានេះត្រូវបានគេទទួលស្គាល់ថាជាសាលាល្អបំផុតនៅក្នុងខេត្តសៀមរាបបន្ទាប់ពីមានការកែលំអហេដ្ឋារចនាសម្ព័ន្ធនិងការបង្រៀន។ យើងក៏នឹងចែករំលែករឿងរ៉ាវរបស់មនុស្សផ្សេងៗគ្នាជាច្រើនដែលបានរួមចំណែកដល់ការជោគជ័យរបស់សាលានេះ

ដែលរួមមាននាយកសាលា និស្សិត និងសមាជិកសំខាន់នៃគណៈកម្មាធិការទ្រទ្រង់សាលា។

ជាមួយគ្នានេះដែរ ប្រសិនបើលោកអ្នកមានគំនិតនិងរឿងរ៉ាវទាក់ទងនឹងសារៈសំខាន់របស់ការអប់រំ លោកអ្នកអាចទាក់ទងមកយើងខ្ញុំបាន ហើយយើងខ្ញុំនឹងយកគំនិត ឬរឿងរ៉ាវទាំងនោះទៅបង្កោះលើបណ្ដាញសង្គមដើម្បីចែករំលែកអំពីឥទ្ធិពលនៃការអប់រំនិងសារៈសំខាន់របស់សាលារដ្ឋ។ យើងមិនគួរបោះបង់ចោលសាលារដ្ឋទេយើងគួរតែតស៊ូដើម្បីកែលំអសាលារៀនទាំងនោះ។ សូមលោកអ្នកចូលរួមជាមួយពួកយើងដើម្បីជួយកែលំអជីវិតកុមារជាច្រើនដែលពឹងលើសាលារដ្ឋ។
